USD 490 Preschool Programs
4-Year-Old Program at Blackmore Elementary and Grandview Elementary
El Dorado Public Schools offers 4-year-old preschool programs at both Blackmore Elementary and Grandview Elementary, providing engaging learning-readiness activities for children. To qualify for these programs, all children must live in USD 490, and be four years of age on or before August 31 of the current school year.

Enrollment in the program at Blackmore Elementary will be dependent upon meeting one of the following criteria: 1) qualifies for free meals, 2) single parent families, 3) DCF referral (need letter), 4) teen parent or parents when child was born, 5) one parent lacking a high school diploma or GED, 6) qualifies for migrant status, 7) limited English proficiency, 8) developmentally or academically delayed based on validated assessment.

The program at Grandview Elementary will have a limited number of openings which will not require the qualifying criteria outlined above.

Applications for both programs are available at any school or district administrative office or online: PreKindergarten Interest Form.  Parents are asked to provide the child’s birth certificate and immunization record as well.

Early Childhood Special Education at Blackmore, Grandview, and Skelly
USD 490 also offers early childhood special education classes at Skelly Elementary, Grandview Elementay, and Blackmore Elementary to qualifying children ages three to five. The Butler County Special Education Cooperative offers Count Your Kid In developmental screenings. The purpose of these free screenings is to help parents identify potential learning problems and find help.

Parents As Teachers Program

We Are Here For You!

We are excited to introduce Hilary Koehn as Parent Educator for Parents as Teachers; the program that inspires parents to be their child’s first and most influential teacher!

Parents as Teachers (PAT) is an early childhood parent education and family support program serving families throughout pregnancy until their child enters kindergarten, usually age 5. PAT is voluntary, and free of charge to families living within the El Dorado Public Schools, USD 490, boundaries.


Goals of the Parents as Teachers Program:

  • Increase parent knowledge of early childhood development to support parenting practices
  • Provide early detection of developmental delays and health issues
  • Increase children's school readiness and school success

Services Provided:

  • Personalized Visits- Usually conducted in your home, a Parent Educator will share age-appropriate child development and parenting information; help you learn to observe your child; and assist in your parenting concerns.
  • Playgroups – An informal hour with a Parent Educator and other children in a safe and educational environment to encourage the development a wide range of age-appropriate skills. There are many locations to choose from, and the playgroups are free.
  • Group Meetings– Enhance parents’ knowledge of child development and promotes improved parenting practices relating to special topics.
  • Screenings – Accesses your child’s overall development, including health, hearing and vision, conducted by our PAT Parent Educator.
  • Resource Network– Links for your family to other community services.

Recognizing that all families can benefit from this kind of support, Parents as Teachers families come in all configurations, and from all socio-economic levels. Experience has shown that everyone wants to be a good parent, and the support PAT offers helps that happen!
