The Board of Education of USD 490 met in regular session on Monday, November 14, 2018, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board President Norm Wilks at 6:00 p.m.

3. Executive Session

At 6:00 p.m. Board President Norm Wilks moved to recess into an executive session for a period of 30 minutes to discuss individual employee performance pursuant to the KOMA non-elected personnel exception, with Board members and the Superintendent present. Sharon Waugh seconded the motion. The motion carried 5-0.

The board returned to general session at 6:30 p.m. with the same people as listed above present.

4. Approval of the Agenda

Tom Storrer made a motion to approve the agenda, noting that Senator Givens’ discussion has been moved to the December meeting. Seconded by Heather Nichols, the motion carried 5-0.

5. Approve Consent Calendar

Sharon Waugh made a motion to approve the Consent Calendar. Seconded by Tom Storrer, the motion carried 5-0.

7. Recognition


• Put the Brakes on Fatalities Poster Contest – Jeffrey Hamm, State winner.

• Put the Brakes on Fatalities Video Contest - Josh Staats, Jarrod Jones, Forrest Parker, Will Hall – placed in top 8 of the State.

• State Cross Country - The EHS cross country team placed 4th. Christian Price – 10th place and named to All-State team; , Adam Haines - 31st; Ezekiel Kemboi - 38th; Waldemar Jensen – 42nd. Also competing were Jeremiah Kemboi, Sammy Gomez, Garin Knight, and Tylen Ashihi.

• State Tennis - Nalea Payton, Makayla Chabot, Kaylah Jackson

Vicki Coash entered the meeting at 6:38 p.m.

• District Teacher of the Year Nominees - Denise Johnson, Amanda Yager, Erin Nichols, Holly Bright, Jordan Crawford, Teresa Riedinger. Denise Johnson was named the 2019 District Teacher of the Year.

8. Updates

• Grandview Elementary – Principal Susan Holthaus, Counselor Linda Johnson, and teachers Kathy Shum and Amber Olson shared information on implementation of the Choose To Be Nice SEL program, which incorporates 9 values to create a culture of kindness and a Promise that staff and students recite daily.

• CTE Program Update – Executive Director of Curriculum Julie Jensen provided an update on CTE programming and shared CTE class participation numbers.

Rob Lane exited the meeting at 7:17 p.m.

• Butler County Coop Update – Heather Nichols reported that at their last meeting the board discussed the annual Compliance Visit and that the Butler County Commission approved providing a Resource Officer for the Haverhill facility.

• KASB Leadership Training Video Series – this was tabled to the December meeting.

9. Course Additions and Changes

Executive Director of Curriculum Julie Jensen presented course additions and changes to EMS Computer Science Courses, EMS Project Lead the Way STEM courses, EHS Physical Education Courses, and EHS CTE Courses. The District Steering Committee endorsed the course additions and changes on November 7, 2018.

Heather Nichols made a motion to approve the course additions and changes as presented for implementation during the 2019-20 school year. Sharon Waugh seconded the motion. The motion carried 5-0.

10. Property Bids

District Broker David Sundgren reviewed bids received for the former Grandview School site and recommended accepting the bid from Wilkinson Construction for the purchase of that property. He also suggested that all local realtors be notified that the Lincoln property is still available for purchase.

Vicki Coash made a motion to approve the bid from Wilkinson Construction in the amount of $85,000 for the purchase of the former Grandview School site, located at 1300 Lawndale and described in detail in bid documents and directed David Sundgren to execute a purchase agreement accordingly. Tom Storrer seconded the motion. The motion carried 5-0.

11. KASB Legislative Committee Recommendations and Delegate Appointment

Sue Givens reviewed the proposed changes to the KASB legislative platform.

Tom Storrer made a motion to appoint Norm Wilks as Delegate with Rob Lane as Alternate Delegate. Seconded by Heather Nichols, the motion carried 5-0.

12. Fleet Truck Purchase

Bids were requested for purchase of a new maintenance truck, which is a planned capital outlay expenditure in the five-year plan. It is available through Kansas contract pricing so does not require additional bids. A recommendation was presented by Executive Director of Fiscal & Support Services Kellen Adams.

Vicki Coash made a motion to approve the purchase of a 2019 F-250 pick-up truck for the maintenance fleet as scheduled on the capital outlay plan from the Kansas Contract Purchasing list for a price of $26,895. Seconded by Tom Storrer, the motion carried 5-0.

13. Bus Bids

Kellen Adams reviewed bus bids for the proposed purchase of one 84-passenger bus to accommodate increased numbers of students being transported. Additional transportation funding makes the purchase possible without offsetting other capital needs.

Tom Storrer made a motion to approve the bid of $128,015.00 from Kansas Truck for the purchase of a new 84-passenger bus as recommended. Seconded by Sharon Waugh, the motion carried 5-0.

14. USD 490 Personnel Recommendations

Vicki Coash made a motion to approve the following USD 490 recommendations. Heather Nichols seconded the motion. The motion carried 5-0.

15. Executive Sessions

At 8:03 p.m. Board President Norm Wilks moved to recess into an executive session for a period of 20 minutes to discuss acquisition of real property pursuant to the KOMA exception, with Board members, the Superintendent, and Executive Director of Fiscal & Support Services present. Tom Storrer seconded the motion. The motion carried 5-0.

The board returned to general session at 8:23 p.m. with the same people as listed above present.

At 8:23 p.m. Vicki Coash moved to recess into an executive session for a period of 30 minutes to discuss questions for the superintendent interviews pursuant to the KOMA non-elected personnel exception with Board members present. Tom Storrer seconded the motion. The motion carried 5-0.

Rob Lane returned to the meeting and entered Executive Session at 8:37 p.m.

The board returned to general session at 8:53 p.m. with the same people as listed above present.

At 8:53 p.m., Norm Wilks made a motion to go back into Executive Session for an additional 10 minutes to discuss questions for the superintendent interviews pursuant to the KOMA non-elected personnel exception with Board members present. Tom Storrer seconded the motion. The motion carried 6-0.

The board returned to general session at 9:03 with the same people as listed above present.
