Education Office, 124 West Central, El Dorado, Kansas.

3. Executive Session
At 7:34 p.m. Board President Norm Wilks moved to recess into an executive session for a period of 15 minutes to discuss negotiations under the KOMA exemption for employer-employee negotiations with Board members, the Superintendent and Executive Director of Fiscal & Support Services present. Monty Hughey seconded the motion. The motion carried 6-0.The board returned to general session at 7:49 p.m.At 7:49 p.m. Board President Norm Wilks moved to recess into an executive session for a period of 5 minutes to discuss an individual employee performance pursuant to the KOMA non-elected personnel exemption with Board members and the Superintendent, present. Monty Hughey seconded the motion. The motion carried 6-0.The board returned to general session at 7:54 p.m. with the same people as listed above present.
4. Approval of the Agenda
Vicki Coash made a motion to approve the agenda. Seconded by Tom Storrer, the motion carried 6-0.
5. Approve Consent Calendar
Monty Hughey made a motion to approve the Consent Calendar. • Construction – Blackmore and Grandview dedications were ealier. Finish work continues at the PAC but the Extend campus is open. Projects at Skelly (Library & STEM Lab sinks) and EHS (carpet) are complete. The PAC dedication is September 16.• Director of Operations – Kristy Lowrey shared an update on facilities and transportation, including management of the Purple Wave auction, involvement in Drums Across Kansas, moving into the new elementary buildings, and receiving a perfect score on the Transportation Safety Audit and Highway Patrol vehicle and bus inspections.
9. Contract Ratification
ENEA verified ratification of the proposed 2018-19 Negotiated Agreement. Vicki Coash made a motion to approve the 2018-19 Negotiated Agreement as presented. Seconded by Heather Nichols, the motion carried 6-0.
Kellen Adams presented the proposed budget for 2018-19. The estimated mill levy for 2018-19 is 65.400, representing a slight decrease in taxes.Heather Nichols made a motion to approve the 2018-19 Budget for publication as presented with a public hearing to be held on Friday, August 24, 2018 at 7:30 a.m. in the District Office at 124 West Central Avenue. Tom Storrer seconded the motion. The motion carried 6-0.
11. Board Vacancy
A process and timeline was presented for consideration. Tom Storrer made a motion to approve Resolution 18-12 and publication of notice of a board vacancy with the addition of contact information and that the procedure for making application for the vacancy be made available to interested patrons. Sharon Waugh seconded the motion. The motion carried 6-0.
12. Additional Handbook Language
Administration requested approval of additional handbook language to govern procedures and protocol for use of the new LED message board at the Performing Arts Center.Monty Hughey made a motion to approve handbook language to govern procedures and protocol for use of the new LED message board at the Performing Arts Center. 13 Five-Year Capital Outlay Plan
Board prioritization of capital outlay needs was discussed and recommended with two suggestions for modification (revamp parking/wall pack fixtures and interior masonry cleaning /EFIS repair).
