The Board of Education of USD 490 met in regular session on Monday, November 11, 2019, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board Vice President Tom Storrer at 6:00 p.m.

3. Executive Session

At 6:00 p.m. Tom Storrer moved to recess into an executive session for a period of 30 minutes to discuss individual employee performance with Board members and the Superintendent present. Monty Hughey seconded the motion. The motion carried 6-0.

The board returned to general session at 6:30 p.m. with the same people as listed above present.

4. Approval of the Agenda

Vicki Coash made a motion to approve the agenda and addendum (9a. Additional Personnel Recommendations). Seconded by Heather Nichols, the motion carried 6-0.

5. Approval of the Consent Calendar

Sharon Waugh made a motion to approve the Consent Calendar as stated below. Vicki Coash seconded the motion; the motion carried 6-0.

7. Recognition

State Cross Country - Tylen Ashihi, placed 18th, named Second Team All-State

State Tennis - Mallory Parsons and Makayla Chabot - 11th place; Nalea Payton, Rylee Marnell-Ball

Put The Brakes On Fatalities Poster Contest - Avery Hutson, Skelly Kindergarten student, won regional division of Put the Brakes On Fatalities Poster contest in her age category.

Elks Celebration Of Freedom Essay Contest - Lynzi Cole received 3rd place in Division II of the Elks Celebration of Freedom Essay Contest.

USD 490 Employee of the Quarter - El Dorado Middle School Sixth Grade ELA Teacher Gina Meyer was named the Quarter One USD 490 Employee of the Quarter on October 21.

District Teacher Of The Year – Holly Bright, Kindergarten Teacher at Grandview, was named the 2020 USD 490 Teacher of the Year.

8. Updates

• El Dorado Middle School Update – Karla King shared information on Project Lead The Way, creating an engaging, hands-on classroom environment through pathways such as computer science and engineering.

• CTE Program Update – Executive Director of Curriculum Julie Jensen provided an update on CTE programming and shared CTE class participation numbers.

Monty Hughey left the meeting at 7:16 p.m.

• Butler County Coop Update – Heather Nichols reported that an SRO is now in place at Haverhill Day School, a contract was approved for virtual speech services, and reminded board members that the student-ran bakery at Haverhill Day School is available for orders and delivery.

9. Course Additions and Changes

Executive Director of Curriculum Julie Jensen presented course additions to the EHS Health Sciences Career Pathway and EHS Teaching/Training Career Pathway. The District Steering Committee endorsed the course additions on November 6, 2019.

Heather Nichols made a motion to approve the course additions as presented for implementation during the 2020-21 school year. Vicki Coash seconded the motion. The motion carried 5-0.

10. KASB Legislative Committee Recommendations and Delegate Appointment

Teresa Tosh discussed proposed changes to the KASB legislative platform.

Heather Nichols made a motion to appoint Norm Wilks as Delegate. Seconded by Rob Lane, the motion carried 5-0. Heather Nichols made a motion to appoint Rob Lane as Alternate Delegate. Seconded by Tom Storrer, the motion carried 4-1 (Rob Lane abstaining).

11. Kansas State Administration Set Off Program

Kathy Robertson discussed utilizing this program through the State of Kansas to collect
outstanding balances.

Rob Lane made a motion to approve utilizing the Kansas Administration Set Off Program as presented. Seconded by Sharon Waugh the motion carried 5-0.

12. Approve USD 490 Personnel Recommendations

Vicki Coash made a motion to approve the following USD 490 recommendations which include the addendum. Rob Lane seconded the motion. The motion carried 5-0.

  • How Schools are Governed

    The USD Board of Education welcomes you to their meeting. Copies of the agenda are available so you may more easily follow the proceedings.

    All Board meetings are open to the public, except for executive sessions. Executive sessions may be called for the discussion of personnel matters, acquisition of property, negotiations, and confidential records.

    The Board of Education meets at 6:30 p.m. on the second Monday of each month at the Administration Office, 124 W. Central, El Dorado, KS. If the meeting date falls on a legal holiday and school is not in session, the Board will meet on the second Tuesday of that month. Special meetings may be called as needs arise.

    Visitors are welcome to comment on agenda items. The Board president, under the "Comments from the Public" item on the agenda, will ask visitors wishing to comment to identify themselves and what they are wishing to speak upon, then to make their presentation. A time limit may be set.
    The Board invites patrons of the district to attend its meeting and to be aware of Board functions. Further, the Board provides opportunities for individuals or groups to make presentations to the Board and be heard on issues of interest.
    Requests for formal presentations to the Board should be placed with the superintendent at least five school days prior to the regular meeting date. The individual or group will be given opportunity to present material as a regular item on the agenda.

    Items presented to the Board in this way will be acted upon if the Board feels that adequate information is available and/or adequate time for consideration has elapsed.
