The Board of Education of USD 490 met in regular session on Monday, June 10, 2019, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board President Norm Wilks at 5:50 p.m.

3. Public Hearing on 2018-19 School Budget

Norm Wilks opened the Public Hearing on republishing of the 2018-19 Budget at 5:50 p.m.

Hearing no comments from the public Norm Wilks closed the Budget Hearing at 5:55 p.m.

3. Executive Session

At 6:00 p.m. Board President Norm Wilks moved to recess into an executive session for
a period of 30 minutes to discuss an individual employee’s performance under the non-elected personnel KOMA exemption with Board members, the Superintendent, Superintendent-Elect, Assistant Superintendent, and Assistant Superintendent-Elect present. Tom Storrer seconded the motion. The motion carried 7-0.

The board returned to general session at 6:30 p.m. with the same people as listed above present.

4. Approval of the Agenda

Vicki Coash made a motion to approve the agenda and addendum (12a – Additional Personnel Recommendations). Seconded by Sharon Waugh, the motion carried 7-0.

5. Approve Consent Calendar

Monty Hughey made a motion to approve the Consent Calendar. Seconded by Tom Storrer, the motion carried 7-0.

Haley Remsberg introduced herself and announced that she has filed to run for school board.

7. Recognition


• State Track - 4 x 800 relay team (State Champions): Christian Price, Dylan Wittum, Tylen Ashihi, Ezekiel Kemboi; 800 meter (2nd Place) - Ezekiel Kemboi; 4 x 400 relay team (12th place): Tylen Ashihi, Dylan Wittum, Ezekiel Kemboi, Walt Jensen; Christian Price, Dalton Manning, Jake Johnson, Kade Winn

• Forensics Nationals - Ben Barker and David Staats – 3rd Place

8. Updates

• Summer School – Superintendent Givens reported that 275 students are currently enrolled in summer academy classes at Blackmore, 9 students are participating in EMS Course Completion, 46 students are participating in EHS Course Completion and 78 students are enrolled in Drivers Education. The summer weights program has 60 youth & middle school age participants and 60 high school age participants.

• Summer Capital Outlay Projects – Kellen Adams reviewed summer projects including
installation of a new roof at the Activity Center, painting at EHS, acoustical work at the
Pocket Theater, planned moves (teacher/classroom transfers, etc), and completion of the JV
Baseball Field improvements.

Tom Storrer left the meeting at 6:52 p.m.

9. FY20 Handbooks

Updated, final edits have been made to drafts presented in May.

Rob Lane made a motion to approve student and personnel handbooks with edits as presented, including EMS meal account balance wording as discussed. Seconded by Heather Nichols, the motion carried 6-0.

Tom Storrer returned to the meeting at 6:54 p.m.

10. Year-End Budget Transfers

Annual authorization for end-of-year budget transfers in order to close out the FY19 budget and utilize maximum budget authority was requested.

Vicki Coash made a motion to authorize the superintendent to make end-of-year budget transfers to close out and maximize budget authority for the FY19 budget. Sharon Waugh seconded the motion. The motion carried 7-0.

11. BOE Officer Election Options

The board discussed election options for Board officers pursuant to a change in legislation. Action will be taken at the July meeting.

12. Revised 2018-19 Budget

Approval of the revised budget is required.

Rob Lane made a motion to approve the Revised 2018-19 Budget as published. Seconded by Heather Nichols, the motion carried 7-0.

13. Board Self-Evaluation

This item will be postponed until July and the BOE will ask KASB to provide the facilitation of a Board/Superintendent professional goal setting executive session in lieu of the annual evaluation.

14. Policy Updates

Copies of the proposed KASB policy recommendations were provided for review and consideration for final approval at the July BOE meeting.

15. USD 490 Personnel Recommendations

Heather Nichols made a motion to approve the following USD 490 recommendations and addendum. Monty Hughey seconded the motion. The motion carried 7-0.
