Minutes of the April 10, 2017 Board of Education Meeting

These minutes may be approved or amended at the May 8 12, 2016 BOE meeting.

The U.S.D. #490 Board of Education met in regular session on Monday, April 10, 2017, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board Vice President Norm Wilks at 6:00 p.m.

3. Approval of the Agenda

Norm Wilks made a motion to approve the agenda and addendum (6a – Underwriter Engagement Letter, 7a – Additional Personnel Recommendations). Seconded by Ryan Carson, the motion carried 4-0.

4. Approval of the Consent Agenda

Vicki Coash made a motion to approve the Consent Agenda as stated below. Bernie Spradling seconded the motion; the motion carried 4-0.

7. Updates

• Extracurricular Update
Athletic Director Heath Elliott provided an update on EHS and EMS sports and activities, detailing participation, results, improvements, and goals.

• Legislative Update – Norm Wilks reviewed a list of Senate and House bills affecting education, including the most recent school finance plan.

• Construction Update – Sue Givens provided an update of the first Owner, Architect, Contractor (OAC) Coordination Meeting. Meetings are held bi-weekly. Patrons should see masonry work beginning in May at Blackmore, Grandview will be 2-3 weeks after due to site development.

8. Bond Refunding Opportunity

Steve Shrogren of GK Baum presented information about potential refunding of the 2007 series bonds resulting in a savings to taxpayers of approximately $1.4 million.

Bernie Spradling made a motion to approve a resolution authorizing the offering for sale of General Obligation Refunding Bonds, Series 2017-A, of Unified School District No. 490, Butler County, Kansas (El Dorado). Seconded by Vicki Coash, the motion carried 4-0.

9. Underwriter Engagement Letter

After consideration and determination of refunding existing bonds, it is in the district’s best interest to engage and retain GKB, a qualified investment banking firm, to provide all services and requirements of underwriting and structuring.

Ryan Carson made a motion to approve an engagement letter to hire GKB as bond underwriter for the 2017-A refunding bonds & also to engage GKB to provide disclosure compliance services for the District. Seconded by Vicki Coash, the motion carried 4-0.

10. Approve USD 490 Personnel Recommendations

Vicki Coash made a motion to approve the following USD 490 recommendations, which include the addendum. Norm Wilks seconded the motion. The motion carried 4-0.

11. Executive Session

At 6:53 p.m. Board Vice President Norm Wilks moved to recess into an executive session for a period of 30 minutes to discuss matters of non-elected personnel in order to protect the privacy rights of the individuals to be discussed, and to discuss negotiations in order to protect the public interest in negotiating a fair and equitable contract, with Board members, the Superintendent, and KASB Attorney Sarah Loquist present. Bernie Spradling seconded the motion. The motion carried 4-0.

The board returned to general session at 7:23 p.m. with the same people as listed above present. Bernie Spradling moved to recess into executive session for an additional period of 20 minutes to discuss matters of non-elected personnel in order to protect the privacy rights of the individuals to be discussed, and to discuss negotiations in order to protect the public interest in negotiating a fair and equitable contract, with Board members, the Superintendent, and KASB Attorney Sarah Loquist present. Vicki Coash seconded the motion. The motion carried 4-0.

The board returned to general session at 7:43 p.m. with the same people as listed above present. Norm Wilks made a motion to recess into executive session for an additional period of 15 minutes to discuss matters of non-elected personnel in order to protect the privacy rights of the individuals to be discussed, and to discuss negotiations in order to protect the public interest in negotiating a fair and equitable contract, with Board members, the Superintendent, and KASB Attorney Sarah Loquist present, Ryan Carson seconded the motion. The motion carried 4-0.

The board returned to general session at 7:58 p.m. with the same people as listed above present.
