The Role of the Board of Education

The Unified School District 490 Board of Education is the governing policy-making body of the El Dorado Unified School District. Each of the seven board members is elected at large for a four-year term.

To qualify for election, a candidate must be a resident of the school district, must be an American citizen of not less than 18 years of age, and must file a petition with the county election officer.

Elections are held biennially in the spring of each odd-numbered year. Members take office in July following their election. Either three or four positions are filled at each election.

The Board has:
•Legal responsibility to promote the best interests of the school system and is the only group empowered to make the rules and exercise the authority deemed necessary.
•Civil and social responsibility toward the people in keeping with the wishes of the community.
•Economic responsibility to evaluate the progress and financial status of the schools.

The Board of Education and staff of the El Dorado Public Schools, USD 490, believe in young people and in the value of their education. Their health, safety, and educational well-being are primary concerns. To ensure that the school system functions smoothly for our students, we believe most questions, issues and problems can be solved at the individual school level. Therefore, we encourage citizens to follow these steps when there is a problem:
•Generally speaking, all issues concerning students or teachers should first be discussed with the teacher involved. If the issue is not satisfactorily resolved with the teacher, it then should be discussed with the building principal.
•Then, if the issue is still not resolved by the building principal, it should be brought to the attention of the superintendent.
•If the issue is not satisfactorily resolved by the superintendent, it may be presented to the Board (with the consent of the Board president) by requesting that the superintendent assign a place on an agenda.

Patrons seeking solutions to problems or concerns relating to district-wide decisions should attempt to resolve the issue with the superintendent prior to requesting an audience with the Board.

How the Schools are Governed

The USD Board of Education welcomes you to their meeting. Copies of the agenda are available so you may more easily follow the proceedings.

All Board meetings are open to the public, except for executive sessions. Executive sessions may be called for the discussion of personnel matters, acquisition of property, negotiations, and confidential records.

The Board of Education meets at 6:30 p.m. on the second Monday of each month at the Administration Office, 124 W. Central, El Dorado, KS. If the meeting date falls on a legal holiday and school is not in session, the Board will meet on the second Tuesday of that month. Special meetings may be called as needs arise.

Visitors are welcome to comment on agenda items. The Board president, under the "Comments from the Public" item on the agenda, will ask visitors wishing to comment to identify themselves and what they are wishing to speak upon, then to make their presentation. A time limit may be set.
The Board invites patrons of the district to attend its meeting and to be aware of Board functions. Further, the Board provides opportunities for individuals or groups to make presentations to the Board and be heard on issues of interest.
Requests for formal presentations to the Board should be placed with the superintendent at least five school days prior to the regular meeting date. The individual or group will be given opportunity to present material as a regular item on the agenda.

Items presented to the Board in this way will be acted upon if the Board feels that adequate information is available and/or adequate time for consideration has elapsed.
